Abstract
E-procurement is an auction system in the procurement of government goods / services by utilizing internet-based technology, information and communication so that it can take place effectively, efficiently, openly and accountably. Presidential Regulation Number 16/2018 as the legal basis for implementing E-procurement. But in its implementation, there are still irregularities in its implementation. This study aims to evaluate the process of implementing e-procurement conducted by the Working Group of ULP PUPR and also identify factors that are obstacles in the implementation of e-procurement for construction service providers (contractors) in West Sumatra Province. The research method used is the method of identifying variables by means of literature study, preliminary surveys and questionnaires to related parties. The data obtained were analyzed using SPSS and ranking parameters using the Relative Importance Index (RII), then weighting was analyzed in order to obtain constraint factors that were very influential in implementing e-procurement for construction work procurement. Then recommend the efforts that should be done to minimize these constraints. The results of this study indicate that the factors that are very influential obstacles in the implementation of e-procurement in West Sumatra Province are inadequate internet networks (0.18), lack of socialization of e- procurement implementation methods to several regions (0.16), lack of expertise in procurement of goods / services (0.15), rotating power outages in an area (0.13), lack of participants' ability to use the SPSE application that changes periodically (0.11), website pages that experience error (0.09), unpreparedness of procurement pantia in implementing e-procurement (0.07), changes in company administration such as II company stamp, letterhead etc. (0.05), slow information from the procurement committee on the schedule or matters other things during procurement (0.04), and the lack of understanding of the contractor regarding the implementation of e- procurement in Prepres No.16 / 2018 (0.02). To minimize these constraints, it is necessary to improve the performance of the ULP working group and the facilities and infrastructure supporting the implementation of e-procurement in West Sumatra Province.
